Something at rest with no forces acting on it. Natural state of being.

Ethic N: a moral principle or set of moral values held by an individual or group 

For example:
Food salts, sugar and preservatives have maximum safe values to be included in food. BUT if several are combined at the safe values they can enhance the taste to the point of mild addiction.
The combination is now more toxic to humans but legally acceptable.
